Portugal has taken a step closer to introducing new online gambling laws after its Council of Ministers approved a bill to establish a legal framework for such activities in the country.
Under the Legal Framework for Games and Online Gambling (RJO), the country’s domestic internet gaming market would be opened up to operators that are not based in Portugal.
The bill has also been designed to protect minors and the vulnerable from gambling-related harm, in addition to helping prevent issues such as fraud, money laundering and match-fixing in sport.
By opening the national market up to foreign operators, the new rules would effectively bring an end to the Santa Casa de la Misericordia that has been operating as an internet gambling monopoly in the country.
Despite the bill having been approved by the Council of Ministers, it still requires the signature of President Aníbal António Cavaco Silva in order to become law.
If approved, those operators that wish to expand into the Portuguese market will be required to obtain a gambling licence in the country.
A branch of the Ministry of Finance, Turismo de Portugal will be given the responsibility of overseeing the new laws and ensure they are adhered to by operators.
