Philippines National Bureau investigates Kambi over illegal gambling activities

Sports betting technology and provisions provider Kambi has been served a notification by the Philippines National Bureau of Investigation into allegations relating to the firm carrying out of illegal gambling activities.

Kambi management released a corporate statement notifying the media that the company had received the notification, the technology provider denies any wrong doing with regards to its activities in the Philippines.

At present Kambi operates back-office technology teams from its office in Manila. In its corporate statement Kambi highlighted that the company was a member of the Government-run PEZA scheme (Philippine Economic Zone Authority), which incentivises businesses to operate on a fully transparent basis and to establish and run operations in compliance with Philippines business laws and regulations.

The Kambi corporate statement further commented

“Kambi complies with local laws and applies consistent global policies for its Group operations to abide by.Kambi has immediately implemented business continuity measures in accordance with its internal Group policies to ensure cover for the services provided by its Manila operation”.

Kambi management will update the market and investors as necessary regarding the investigation and its progress.

European operators to work under new EU anti money laundering (AML) directive

Following a two year process, the European Parliament has approved a new anti money laundering (AML) directive, which aims to strengthen EU member states framework on tax evasion and terrorist financing.

The AML directive will increase monitoring of digital transactions, making it accessible it easier for authorities to trace funds. Financial services institutions and online gambling operators will be made to follow specific reporting obligations with regards to suspicious transactions made by their customers.

The directive has been welcomed by Maarten Haijer, Secretary General of the European Betting and Gaming Association (EGBA), who stated that the association was pleased of the new ruling as all European based online gambling operators would have to adhere to a single directive on AML, instead of country by country policies.

“EGBA has actively engaged with the EU institutions to include online gambling in the new directive. It should ensure that EU online gambling providers now have one rather than 28 sets of AML rules to comply with to provide their services in the EU.”

“The risk-based assessment underpinning the directive will apply to all services, with the exception of land-based casinos where there can be larger sums of cash involved.” Commented Haijer

The new AML directive has been published on the Official Journal of EU, member states will now have two years to implement the directive into national law.

Boylesports eyes takeover of Ladbrokes Ireland

Irish independent bookmaker Boylesports is lining up to buy Ladbrokes loss making Irish retail division. The division is currently under Irish High Court protection, following Ladbrokes appointment of examiner Deloitte in April.

Having recorded 2014 division losses of €5 million, Ladbrokes Ireland operations are currently being re-structured, with the operator outlining the closure of 60 of its 196 Irish betting shops.

Boylesports are reported to have approached Deloitte with regards to a potential take over of Ladbrokes Ireland. The operator is reported to have presented the auditor an alternative proposal regarding the closures and creditor terms.

Boylesports interest in Ladbrokes Ireland, comes a week after Irish landlords had complained about derisory’ compensation terms for their commercial premises following the announcement of closures.

The operator has warned Landlords that if their closure terms are not accepted, the operator will request the Irish High Court to allow it to deny the lease agreements. The operator is being advised on the matter by commercial property firm Harrington Retail.

Η Ρουμανία βάζει αναδρομικό φόρο στον online στοιχηματισμό

Οι στοιχηματικές εταιρείες, οι οποίες γλυκοκοιτάζουν την online αγορά στην Ρουμανία, που σύντομα θα λειτουργεί σε αδειοδοτημένο καθεστώς, πέφτουνε πάνω σε «τοίχο», μετά την απόφαση της κυβέρνησης, την προηγούμενη εβδομάδα, να ψηφίσει υπέρ ενός νέου φόρου. Αυτός ο φόρος υπολογίζεται σε εκατομμύρια ευρώ και θα έχει αναδρομικό χαρακτήρα. Ως μέρος της διαδικασίας νομοθέτησης για την ρύθμιση του στοιχηματισμού στη χώρα, το υπουργικό συμβούλιο ενέκρινε μεγάλο αριθμό αλλαγών στο νομοσχέδιο, συμπεριλαμβανομένης και της απαίτησης από τις στοιχηματικές εταιρείες να επιστρέφουν το 20% των εσόδων τους, τα οποία προέρχονται από τη χώρα και αυτό αναδρομικά από το έτος 2009, οπότε και απαγορεύτηκε ο online στοιχηματισμός στην Ρουμανία. Αυτά τα νέα για τον αναδρομικό φόρο και την απαίτηση του, μπορεί να έχουν αρνητικό αντίκτυπο σε ένα μεγάλο αριθμό σημαντικών στοιχηματικών εταιρειών οι οποίες έχουν ξεκινήσει διαδικασίες αδειοδότησης.

Έτσι πολλοί διευθυντές εταιρειών στοιχήματος έχουν δηλώσει, ότι το να αδειοδοτηθούν σε μία αγορά σαν αυτή στη Ρουμανία, μπορεί να μην συμφέρει τελικά λόγω μεγάλης εμπορικής αξίας για την απόκτηση της άδειας. Η ρυθμιστική αρχή στη Ρουμανία για θέματα παιγνίων, η οποία ονομάζεται National Office of Gambling  – NOG, έχει πλήρη ευθύνη για την καταμέτρηση του ποσού του αναδρομικού φόρου, του οποίου οφείλει κάθε στοιχηματική εταιρεία που λειτουργούσε χωρίς άδεια. Επιπρόσθετα οι εταιρίες είναι πιθανόν να βρεθούν κάτω από οικονομικό έλεγχο. Όλες οι στοιχηματικές εταιρείες θα έχουνε μια περίοδο χάριτος 90 ημερών, κατά την οποία θα μπορούν να πληρώσουν τον αναδρομικό φόρο, και έτσι να σταματήσουν την «παράνομη» στοιχηματική δραστηριότητα. Εφόσον δεν τακτοποιήσουν τα ανωτέρω, τότε θα τοποθετηθούν στη «μαύρη λίστα» στη Ρουμανία, ένα μέτρο το οποίο θα τους αποτρέψει από το να πάρουνε μια άδεια λειτουργίας στην Ρουμανία. Είναι άγνωστο το πόσα αναμένει η κυβέρνηση να εισπράξει από αυτούς τους φόρους, παρόλ” αυτά ο πρόεδρος της NOG, νωρίτερα φέτος, είχε πει ότι περιμένουνε με το νέο αδειοδοτημένο καθεστώς, να εισπράξουν περίπου 200 εκατομμύρια ευρώ αν και δεν είχε εξακριβώσει την πηγή των χρημάτων.  Η διαδικασία της νομοθέτησης βρίσκεται σε αναμονή μέχρι και το τέλος αυτής εβδομάδος, μετά την οποία το νομοσχέδιο για τον στοιχηματισμό θα προχωρήσει στο συνταγματικό δικαστήριο της χώρας. Εφόσον δεν υπάρξουν ενστάσεις θα σταλεί στον Πρόεδρο της χώρας για να γίνει πλέον νόμος.

Η Ευρωπαϊκή Επιτροπή δουλεύει πάνω σε μία στρατηγική, με όνομα Digital Single Market – DSM, εδώ και καιρό και επιτέλους, μετά την έγκριση και από την European Gaming and Betting Association (η ρυθμιστική αρχή για θέματα παιγνίων της Ευρωπαϊκής Ένωσης) λειτούργησε την πλατφόρμα της. Είναι μία ορθότατη κίνηση, ειδικά για όσους πιστεύουν ότι οι online στοιχηματικές εταιρείες στην Ευρώπη δεν έχουν ίση αντιμετώπιση, ειδικά σε σύγκριση με άλλες ηλεκτρονικές εταιρείες, στις online στοιχηματικές εταιρείες προβάλλονται πολλά εμπόδια. Η πλατφόρμα Digital Single Market στην Ευρώπη ήταν αναγκαίο να δημιουργηθεί. Με αυτόν τον τρόπο θα υπάρχει ένα ενιαίο ψηφιακό νομοθετικό πλαίσιο το οποίο θα λειτουργεί ισότιμα για όλους όσους έχουν υπογράψει τους νόμους της Ευρωπαϊκής Ένωσης για το ελεύθερο εμπόριο, ακόμα και αν πρόκειται για ηλεκτρονικό εμπόριο. Η Ευρωπαϊκή Ένωση ανέφερε πως η «επανάσταση» του ηλεκτρονικού εμπορίου είναι θετική για την ευρωπαϊκή οικονομία και θα φέρει καινοτομίες, νέες θέσεις εργασίας και ανάπτυξη. Παρόλα αυτά θα επιφέρει και τριβές με τις δημόσιες αρχές των χωρών – μελών, πράγμα για το οποίο είναι απαραίτητη κοινή δράση στην Ευρώπη.

Ο online στοιχηματισμός είναι «εφιάλτης» τόσο πολιτικός όσο και διαχειριστικός για τις εταιρείες στοιχηματισμού. Παρόλου που ο online στοιχηματισμός καλύπτεται από αρκετούς ευρωπαϊκούς νόμους, οι εσωτερικοί νόμοι των χωρών – μελών είναι αποτρεπτικοί και δεν βοηθούν στην ίση μεταχείριση των online στοιχηματικών εταιρειών σε σχέση με τις επίγειες εντός των χωρών εταιρείες. Για να καταφέρει μία online στοιχηματική εταιρεία να αδειοδοτηθεί και να λειτουργήσει ενός της Ε.Ε. πρέπει να πληρεί αρκετούς όρους όπως επίσης έχει και πολλούς περιορισμούς. Ο γενικός γραμματέας της European Gaming and Betting Association – EGBA σχολίασε, πως η αρχή υποστηρίζει πλήρως την πολιτική τοποθέτηση της Ε.Ε. για την DSM. Ο τομέας του online στοιχηματισμού στην Ευρώπη είναι ο πιο ανταγωνιστικός στον κόσμο και θα βοηθήσει στην καινοτομία, την ανάπτυξη και θα φέρει νέες θέσεις εργασίας. Αυτά θα οδηγήσουν στην άρση των όποιων εμποδίων υπάρχουν στην εσωτερική αγορά στοιχηματισμού. Η EGBA αναμένει τις νομοθετικές προτάσεις που θα ακολουθήσουν. Υπάρχουν αυτή την στιγμή 16 προτάσεις νόμου για θέματα που αφορούν από ρύθμιση των τηλεπικοινωνίων μέχρι θέματα φορολόγησης και ασφάλειας στο διαδίκτυο. Ο ίδιος ο Πρόεδρος της Ευρωπαϊκής Επιτροπής, ο Γιούνκερ, δήλωσε πως οι αλλαγές αυτές θα φέρουν κύματα πρωτοπορειακών και καινοτόμων εταιρειών start-up στην Ευρώπη.

Pfizer to compensate Parkinson’s patients over gambling and sex addictions

Federal Court Judge Jennifer Davies of the Australian state of Victoria has delayed the settlement approval between Pfizer and patients who developed gambling, sex and shopping addictions as a side effect of drugs for Parkinson’s disease.

Around 172 patients took Pfizer’s drugs Cabaser and Dostinex to treat quivers associated with Parkinson’s disease or restless legs syndrome between 1996 and 2010 and have linked these drugs to risk-taking behaviors and addictions.

Patients claimed to have gambled using their entire life savings, after taking the drugs despite not having pre-existing gambling problems.

The claimants also argued that Pfizer was careless in selling the drugs to health care professionals and patients, failing to provide sufficient warnings despite knowledge of the potential side effects.

In December Pfizer agreed to a confidential settlement and once approved, the claimants could share millions of dollars’ worth of compensation.

However, Judge Davies declined to approve the agreement in a ruling on Thursday, stating that the “claims have not been fairly assessed.”

“In such circumstances, there is the potential for a conflict of interest to arise which may well support an apprehension that the claims of group members may not have been fairly assessed,” Davies said.

Davies also said that the claimants were not aware of their rights to an independent review or the time limit within which such rights could be exercised.

“The rights of review provisions in the settlement distribution scheme need to be amended and submitted to the Court for further consideration for approval of the settlement to be given,” Davies said.

Spokesman from Pfizer said that the company entered into settlement resolution discussions in order to avoid the cost of litigating the claim and to avoid a lengthy trial.

“Pfizer remains willing to litigate this matter in court if necessary,” Pfizer spokesman said.

Gambling Commission Requires licensed bookies to Fund Self-exclusion Scheme

The UK Gambling Commission (UKGC) will require online gambling operators to fund a multi-million pound, nationwide self-exclusion scheme.

According to a draft framework published by the regulator last week, the anticipated cost of creating the Central Hub for Online Operator Self Exclusion (CHOOSE) would be £2m, with ongoing costs of approximately £1m annually.

“The costs will need to be funded in full by the industry, being both the costs of the scheme itself plus any additional running costs to administer it,” UKGC said. “A mechanism will need to be created so that all operators who participate contribute towards the costs in an equitable way.”

It was last year that the commission announced its intention to create a one-stop shop through which customers could exclude themselves from all British licensed operators. The system is expected to be available in 2017.

The UKGC said that all operators have a responsibility to ensure that they protect the vulnerable as part of the social responsibility requirements of the Licence Conditions and Codes of Practice (LCCP). Operators must offer customers the option to self-exclude from online gambling for a minimum six-month period.

Once the levy or the annual license fees are selected, the commission would undertake a separate consultation on how to allocate the costs between operators, such as whether these costs will be based on the operator’s size.

There will be a different mechanism on how the operators can access the data. Larger operators will be able to access the scheme database while smaller operators could just access CHOOSE at each customer log-in.

The working group is led by the Remote Gambling Association with the help from other online gambling operators such as William Hill. SkyBet, Paddy Power, Bet365 and Betfair. Horseracing operators and gaming suppliers were also involved including Coral Racing, GTECH, IGT, Openbet and Playtech.

Bookies lick wounds after UK election

Bookmakers in the UK are likely sleeping easier this weekend after the Conservative party won an outright majority in Thursday’s General Election.

Prime Minister David Cameron’s Tories won 331 seats in the 650-seat House of Commons, a net gain of 25 seats. Ed Milliband’s Labour party fell 24 seats to 232 and the Tories’ former Liberal Democrat coalition partner fell from 56 seats to just eight. Up north, the upstart Scottish National Party went from six seats to 56, leaving the three other major parties with just a single seat apiece in Scotland. (Message delivered.)

The prospect of another five years of Tory rule gave UK markets their biggest gains since January. Publicly traded bookmakers – particularly those with retail operations – were among the biggest gainers. William Hill rose nearly 6% on Friday and Ladbrokes was up 10%. And, as testimony to the theory that a rising tide lifts even leaky boats, Bwin.party was up 4%.

Not that the Tories have been particularly kind to bookies. The Conservatives instituted the new 15% online point of consumption tax and boosted the Machine Games Duty to 25%. But Labour had made it part of its manifesto to impose a new sports betting levy, plus further curbs on betting shops and their dastardly fixed-odds betting terminals.

The UK’s racing industry is also celebrating the result because it ensures the survival of the Horserace Betting Right called for in the Tories’ 2015 budget. With the Tories now having an absolute majority, racing expects the plan’s implementation will be accelerated.

POLLS AND BOOKIES GET IT WRONG
In what has become an increasingly common narrative, pollsters got it all wrong. Turnout was 66.1%, the highest since the Tony Blair era, partly because of good weather but also because pollsters were predicting a nail-biter between Labour and the Tories. Cue much handwringing from the polling industry about the need for better measuring tools.

For a change, bookies were also wearing egg on their faces. Matthew Shaddick, Ladbrokes’ head of political props, told Bloomberg that the firm had paid out over £2m to winning bettors. Shaddick said punters had been “piling into a Tory majority at 10:1 on the day, when we thought it had no chance and some political scientists put it at exactly a zero percent possibility.” One Glasgow pensioner took Lads for £240k after placing a £30k bet on a Tory majority at 7:1 odds.

Other bookies fared somewhat better. Coral spokesman Simon Clare put losses at over £1m following “one of the biggest betting upsets in history bar none.” Paddy Power spokesman Rory Scott said the election loss was a “six figure sum” while insisting that “Paddy hasn’t been this cleaned out since his last colonic irrigation.”

William Hill was also out six figures, according to spokesman Graham Sharpe, although Hills did dodge one bullet. The punter who placed the record £1m Scottish Referendum bet with Hills decided to let his nearly £200k winnings ride on a hung parliament outcome. Sharpe said the bettor was “philosophical” about the loss but would be “keeping a low profile for the time being.”

Three-quarters of Hills’ election handle was wagered online and Sharpe estimated the industry-wide election handle could be up to £20m, nearly seven times the sum wagered on the Scottish referendum.

Οι παίκτες στοιχήματος εντός των συνόρων στην Πορτογαλία, θα μπορούν να στοιχηματίσουν,επιτέλους, online ενώ αυτοί που θα βρίσκονται εκτός συνόρων θα μπορούν να παίξουνε σε στοιχηματικές εταιρείες(ιστοσελίδες) οι οποίες είναι αδειοδοτημένες στην Πορτογαλία.

Ο γενικός γραμματέας τουρισμού δήλωσε πως ετοιμάζουν τα πάντα, έτσι ώστε στις 28 Ιουνίου το τεχνικό υπόβαθρο για τον online στοιχηματισμό (και τον έλεγχο του) να είναι έτοιμο και να λειτουργεί. Απαραίτητες προϋποθέσεις για να αδειοδοτηθεί κάποια στοιχηματική εταιρεία θα είναι να παρέχει όλα τα οικονομικά εχέγγυα που απαιτούνται, να διατηρεί υποκαταστήματα εντός του εδάφους της χώρας και να χρησιμοποιεί τις τράπεζες στην Πορτογαλία για τις όποιες συναλλαγές με πελάτες.

Sporting Index wins half a million on UK General Election

Spread betting company took ‘a bet a second’ in peak times over past 24 hours

Leading spread betting firm Sporting Index were one of the winners of the 2015 general election, reporting a 200 per cent rise in new accounts and record bets taken.

What was billed as the closest general election in recent memory saw phenomenal interest from punters as the political trading floor took a bet a second during peak times during the past 24 hours.

Οι στοιχηματικές εταιρίες στην Γερμανία συμμαχούν

Σε μια προσπάθεια να ανατραπεί απόφαση των γερμανικών αρχών, έχει δημιουργηθεί μία «συμμαχία» σχεδόν δώδεκα πασίγνωστων ευρωπαϊκών στοιχηματικών εταιρειών. Η απόφαση που θα ανατρέψουν αφορά την επιβολή επιπρόσθετου φόρου Φ.Π.Α. σε όλα τα παιχνίδια στοιχηματισμού στην Γερμανία. Όσες στοιχηματικές εταιρείες λειτουργούν στη Γερμανία, θα βρεθούν αντιμέτωπες με έναν πιθανό φόρο του ενός εκατομμυρίου ευρώ, καθώς πλέον επιβάλλεται στους καταναλωτές – παίκτες που βρίσκονται και παίζουν στη Γερμανία από την 1 Γενάρη. Τα κράτη – μέλη στην Ευρωπαϊκή Ένωση έχουν την ανεξαρτησία και το δικαίωμα, να εξαιρέσουν τα στοιχηματικά προϊόντα από το Φ.Π.Α.. Η πλειοψηφία των κρατών-μελών έχει εξαιρέσει την επιβολή Φ.Π.Α. στο στοίχημα, παρόλαυτα, η Γερμανία μαζί με την Ιρλανδία και τη Γαλλία έχουν ενσωματώσει την επιβολή του φόρου Φ.Π.Α. στα στοιχηματικά προϊόντα.

Η εταιρεία – νομικός σύμβουλος Hambach & Hambach έχει αναλάβει να είναι υπέρμαχος αυτής της «συμμαχίας». Ένας εκ των δύο συνεργατών στην νομική εταιρεία δήλωσε, πως παρόλο που δεν μπορεί να αποκαλύψει τα ονόματα των στοιχηματικών εταιρειών, επιβεβαίωσε πως όντως έχουν αναλάβει να προασπίσουν τα συμφέροντα των μελών αυτής της «συμμαχίας». Ο νομικός σύμβουλος δήλωσε πως δουλεύουνε μια στρατηγική με την οποία θα δείξουνε σε αυτούς που είναι στα κέντρα αποφάσεων, ότι το να επιβάλεις φόρο Φ.Π.Α. στον στοιχηματισμό, όπως επίσης το να είσαι η μοναδική χώρα που το κάνει αυτό, είναι λάθος και παραβιάζει το ευρωπαϊκό δίκαιο. Η δημιουργία αυτής της συμμαχίας στην Γερμανία έρχεται μόλις μια βδομάδα μετά την έκδοση, από την ευρωπαϊκή επιτροπή, μίας οδηγίας σε θέματα φορολογίας, η οποία έρχεται σε απάντηση πολλών ερωτημάτων από στοιχηματικές εταιρείες για το πώς υπολογίζεται, πλέον, ο Φ.Π.Α. στην Ευρωπαϊκή Ένωση. Παρόλο που η ευρωπαϊκή επιτροπή δεν σχολίασε ειδικά για τη συγκεκριμένη περίπτωση, ανέφερε πως τα κράτη-μέλη έχουν το δικαίωμα να επιβάλλουν το δικό τους φορολογικό καθεστώς, εφόσον συνάδει με την ελεύθερη αγορά και τον ανταγωνισμό.  Συνεργάτης για θέματα φορολογίας της DLA Piper (εταιρεία σύμβουλος σε θέματα νομικής φύσης)  δήλωσε, πως κάθε κράτος – μέλος της Ευρωπαϊκής Ένωσης μπορεί να εφαρμόσει διαφορετικές ρυθμίσεις και περιορισμούς κατά την επιβολή του Φ.Π.Α. στο στοιχηματισμό. Τα κράτη – μέλη καλούνται να ξεκαθαρίσουν το τοπίο όσον αφορά την επιβολή του Φ.Π.Α., έτσι ώστε να αποφύγουν μελλοντικές δικαστικές διαδικασίες, όπως αυτή στη Γερμανία.

William Hill & Ladbrokes face Australia live betting probe

The Australian Communication Agency (ACMA) is set to investigate William Hill and Ladbrokes Australian online betting operations after the operators introduced new betting mechanisms which sidestepped restrictions on in-play (live) betting.

Last month William Hill and Ladbrokes Australia released the new ‘Click to Call’ features, which allowed customers to connect to live betting markets by activating their computer microphones with the operators live markets team. The bets are processed by the live markets team once the selection has been approved by the punters.

Australian online gambling laws prohibit licensed operators from offering in-play (live) sports markets to consumers. Nevertheless wagers on live sports are allowed to be processed over the phone. William Hill and Ladbrokes believe that its ‘Click to Call’ services do not breach the nation’s in-play gambling policies.

Upon the release of the Click to Call features, both operators stated that the services fell within the Australian Interactive Gaming Acts Code of 2001

Both betting operators have come under fire from anti-gambling Senator Nick Xenophon, who has led calls to the ACMA urging for an investigation into the services.

“If it is not illegal, William Hill and Ladbrokes are going against the spirit of the legislation. Basically they are giving the middle finger to the Interactive Gambling Act,’’ Senator Xenophon said. “How much money do these bookmakers want to make from problem gamblers?”

Bloomberg: Θα μπορούσε η Apple να σώσει την Ελλάδα και να βγει κερδισμένη;

Ο αρθρογράφος Λέονιντ Μπερσίντσκι αναλύει αυτό το ευφάνταστο σενάριο και εξηγεί γιατί θα μπορούσε να λειτουργήσει.

Η Apple, μαζί με τους άλλους τεχνολογικούς κολοσσούς του πλανήτη θα μπορούσαν να βοηθήσουν την Ελλάδα να μειώσει το χρέος της με αντάλλαγμα τη χαμηλή φορολογία. Αυτό τουλάχιστον ισχυρίζεται ο αρθρογράφος Λέονιντ Μπερσίντσκι στο Bloomberg όπου αναλύει αυτό το ευφάνταστο σενάριο και εξηγεί γιατί θα μπορούσε να λειτουργήσει.

«Ότι η Apple θα έπρεπε να αγοράσει την Ελλάδα, με τόσο μετρητό που έχει στη διάθεσή της, είναι ένα αστείο που δεν παλιώνει. Ωστόσο υπάρχει σ' αυτό μία δόση αλήθειας αφού, αν οι μεγάλες αμερικανικές επιχειρήσεις και οι Ευρωπαίοι πολιτικοί είχαν έστω και λίγη φαντασία, θα μπορούσαν πιθανότατα να καταλήξουν σε ένα σχέδιο διάσωσης για την σχεδόν χρεοκοπημένη χώρα, με όρους που θα ωφελούσαν τους πάντες», γράφει ο αρθρογράφος.

Το 2012, στη γενική συνέλευση της Apple, ένας επενδυτής ρώτησε τον CEO της εταιρείας Τιμ Κουκ αστειευόμενος, αν θα σκεφτόταν να χρησιμοποιήσει τα μετρητά της εταιρείας, που τότε έφταναν στα 97,6 δισεκατομμύρια δολάρια, για να «εξαγοράσει» την Ελλάδα. «Εξετάζουμε πολλές προοπτικές, αλλά όχι αυτό», είχε απαντήσει ο Κουκ γελώντας.

Φυσικά, δεν μπορούν να αγοραστούν ολόκληρες χώρες, οπότε το ζήτημα έληξε εκεί. Στη συνέχεια, τα πράγματα έδειχναν να καλυτερεύουν για την Ελλάδα, όταν έλαβε το μεγαλύτερο πακέτο διάσωσης στην ιστορία και ιδιώτες δανειστές συμφώνησαν σε «κούρεμα». Ομως, η οικονομία της απέτυχε να αναπτυχθεί και το τεράστιο χρέος της χώρας (στο 175% του ΑΕΠ) παρέμεινε μη βιώσιμο. Στο μεταξύ, η Apple υπερδιπλασίασε το «κομπόδεμά» της που σήμερα φτάνει στα 194 δισεκατομμύρια σε μετρητά.

Η εταιρεία καταβάλει γενναία μερίσματα και επαναγοράζει μετοχές, αλλά ο «σωρός με τα μετρητά» συνεχίζει να μεγαλώνει, τονίζει το δημοσίευμα, προσθέτοντας ότι δεν υπάρχει τρόπος να επενδυθούν όλα.

«Για χρόνια, ο Κουκ συζητά για εξωπραγματικά προϊόντα τα οποία έχει στα σκαριά η εταιρεία του, αλλά το μόνο που έχει δημιουργήσει ως τώρα είναι αναβαθμίσεις των υφιστάμενων προϊόντων, μία μέτρια υπηρεσία streaming μουσικής και ένα πανάκριβο smartwatch. Και αυτά δεν απαίτησαν μεγάλο κεφάλαιο. Αν η Apple δεν αρχίσει να φτιάχνει αυτοκίνητα ή ίσως διαστημόπλοια θα συνεχίσει να συσσωρεύει ρευστό», υπογραμμίζει ο Λέονιντ Μπερσίντσκι.

Το ίδιο ισχύει και με άλλες μεγάλες αμερικανικές εταιρείες: οι μη χρηματοπιστωτικές αμερικανικές επιχειρήσεις διαθέτουν 1,73 τρισεκατομμύριο δολάρια σε ρευστό, 4% πάνω από αυτό που διέθεταν πριν από ένα χρόνο. Από αυτό το ποσό, το 1,1 τρισεκατομμύριο ανήκει στις 50 μεγαλύτερες εταιρείες, σύμφωνα με μία πρόσφατη έκθεση του Moody's. Οι Apple, Microsoft, Google, Pfizer και Cisco έχουν συγκεντρώσει 439 δισεκατομμύρια δολάρια.

Τα περισσότερα από αυτά τα χρήματα βρίσκονται εκτός των συνόρων, γιατί αν επέστρεφαν στη χώρα τους θα υπήρχε φόρος 35% και κανείς δεν περιμένει να μεταρρυθμίσουν σύντομα οι Ηνωμένες Πολιτείες το φορολογικό τους σύστημα ώστε να λυθεί το πρόβλημα.

Οπότε η ιδέα ότι οι πέντε κορυφαίοι κολοσσοί της παγκόσμιας οικονομίας θα μπορούσαν τώρα να σώσουν την Ελλάδα και να ωφεληθούν από τη διαδικασία είναι ενδιαφέρουσα, προσθέτει το δημοσίευμα και εξηγεί: «Η Ελλάδα χρειάζεται περίπου 190 δισεκατομμύρια ευρώ για να ρίξει το χρέος της στο διαχειρίσιμο επίπεδο του 70% του ΑΕΠ. Αυτό είναι περίπου το 48% του συνολικού ρευστού που έχουν οι πέντε εταιρείες. Για την αποπληρωμή του χρέους, η Ελλάδα θα μπορούσε να επιβραβεύσει αυτές τις εταιρείες με μία ειδική συμφωνία για εταιρικούς φόρους, όπως αυτή που έχει συνάψει η Apple με την Ιρλανδία. Αυτή η συμφωνία είναι υπό διερεύνηση από την ΕΕ και πιθανότατα είναι καταδικασμένη. Ωστόσο, η περίπτωση της Ελλάδας είναι διαφορετική. Η ΕΕ, ως ένας από τους μεγαλύτερους πιστωτές της χώρας, θα μπορούσε να θεσπίσει μία ειδική απαλλαγή για τις αμερικανικές εταιρείες για τη βοήθεια που θα παρείχαν στην επίλυση του ελληνικού προβλήματος. Οι ΗΠΑ θα μπορούσαν να είχαν κάποιες ενστάσεις, αλλά ως ο μεγαλύτερος μέτοχος στο ΔΝΤ θα έχαναν και αυτοί χρήματα αν η Ελλάδα χρεοκοπούσε. 

«Σε αντάλλαγμα για λιγότερα από τα μισά μετρητά τους και μόλις 13% πάνω από ότι θα τους κόστιζε να πληρώσουν τους αμερικανικούς φόρους οι εταιρείες θα μπορούσαν να λάβουν μία ισχυρή εγγύηση για χαμηλή φορολογία», σημειώνει ο αρθρογράφος και καταλήγει: Δεν είναι και άσχημη συμφωνία!
